I felt guilty for giving some an inprecice location.  If you go to
	http://www.microsoft.com/hwdev/specs/default.htm
you'll find that the arcbios spec v1.2 is available from:
	http://www.microsoft.com/hwdev/download/respec/riscspec.zip
which contains a fairly complete spec for the ARC BIOS.
