First, your measurement method is less than optimal - use something  
that doesn't hammer the disk, like pkgsrc/net/ttcp. Then, transmit  
more than 10MB - to get sensible results use at least 100MB or let it  
go for a minute or so and see how much it manages to transmit. If you  
enabled the disk's idle timer turn it off since the disk spinning up  
may produce delays ( see man atactl ).
Finally, the rtk isn't a very - umm - sophisticated NIC, even with an  
optimal driver. Something based on a DEC or 3com chip will very  
likely do better, the latter has a good chance to support IP  
checksums in hardware thereby taking some load off the CPU.
