"Environment" means your running OS version, machine,
source version, source date, shell environment variables,
/etc/mk.conf settings, etc. etc.

Maybe it depends on your environments.

HOST_INSTALL_DIR should be defined in share/mk/bsd.own.mk.
make(1) might check installed one but the makewrapper will see
share/mk dir in NETBSDSRCDIR.
