You should be able to do:

0> boot enet:,ofwboot.xcf -a

That will stop you at the ofwboot prompt and you can enter:

boot: netbsd -d

Which should theoretically drop you into the debugger (if it is 
compiled in). I say theoretically because I've never actually tried it.
