Subject: System hangs at "Enter pathname of shell or RETURN for /bin/sh"

I get to the "root device" prompt, enter in my root partition wd0a, then I
enter my swap partition (wd0b) at the next prompt.  Next I am prompted for a
"File System", I have tried FFS & Generic (default).  Finally I am prompted
with the message "Enter pathname of shell or RETURN for /bin/sh".  I can't
enter text, control+c out of it, hit enter for the shell, nothing.  The
system just hangs until reboot.  What could be causing this?
