A question, which I think I have the answer to but it'd be good to get
independent confirmation of, regarding the srr1, which is the machine
state register. As I read the above value, this says that bits 16
through 23 are 1, including the external interrupt (EE) bit.

Is this correct? I ask because this appears to directly contradict some
expected conditions regarding this panic.
