It's a FFS-formatted floppy.  The boot OF command works because it 
has the bootxx code in place.  If you mount it on another machine it 
should have two files on it:  ofwboot.xcf, and some kind of netbsd 
kernel.  The latter is the installer kernel with the built-in memory 
file system.
