It's a know problem whith OpenFirmware which scans busses in a diffenent
order than /boot. The same problem exists with MacOSX or LinuxPPC.

I don't know any other solution than Robert's one.

Perhaps an automount system like MacOSX will do, which doesn't care of
/dev/ order for the boot disk, since it remounts it by partion name
after bootstrap.
