curiouser and curiouser: resetting OF had some benefit. The monitor now 
lights up (pure white, but it's a start). I set output-device to be 
/ATY,mach64, ignoring the PCI bus or slot specifics. 

does anyone have a working 9500 that they could be persuaded to take down to 
the OF display level just to dump out what works for them?
