You need HFS or HFS+ to boot from hd:.
For the interim solution, you may have CDROM inserted,
and say

boot cd:,ofwboot.xcf hd:/netbsd

boot cd:,ofwboot.xcf hd:10/netbsd
                        ==
You may try several numbers to figure out what is the real one.
