Well, the urban rumor-style wisdom is that having a SCSI device
connected but not switched on is kind of a bad idea, but that's
largely because you may be tempted to turn it on (which may be okay
or may completely confuse the SCSI bus depending on how noisy the
device is on startup).

In general, passive termination isn't good enough for any modern
SCSI bus, so that *could* be the problem, but it's not likely.

This sounds like a problem with your internal SCSI bus (which is
separate from the external on that machine, no?). Are you sure that
BOTH ends of the bus are terminated? That there are no unterminated
stubs?
