There is probably something else going on, but to answer your 
question directly:

exit sysinst to the command line
mount the install disk on /mnt
cd /mnt/dev
./MAKEDEV all

If the MAKEDEV script isn't in /mnt/dev then you are missing the 
install of one of the tarballs.  Probably base.tgz.
