Your trouble might be here.  I ftp'ed 1.4.1 boot.fs from ftp.netbsd.org.
Its size is 1474560 bytes.  Also got this result in NetBSD/i386-1.3.3:

$ dd if=boot.fs of=/dev/null
2880+0 records in
2880+0 records out
1474560 bytes transferred in 1 secs (1474560 bytes/sec)
