In my experience, OF 3.* doesn't allow a raw partition as bootable
area.  There is a code to check if partition number is 0 in OF.

There are some plans that make small HFS partition where we put the
kernel or second-stage boot loader to avoid this problem.  Older
versions of OF also happy with HFS boot partition.  The other way is
that implement our netbsd-boot OF command in FORTH and put it into
nvramrc.
