As I am writing at
http://www.ki.nu/software/NetBSD/PowerPC/sysinst/000-README.shtml
we have problems on wdc1 (at least StarMax).
(See the page for necesarry URL's)

StarMax oddities
If you run StarMax (from Motorola), and installing onto IDE disk, kernel
booting may stop while probing wdc1.
To avoid this problem, take one out of following three.
o use wdc1 disabled kernel , generated by 19990725 src at ki.nu which is,
at least tested with 19990620 snapshot on Model 3000/200. (put this file
as /mnt/netbsd or target:/netbsd after unpack.)
or if you install NetBSD-1.4, use 1.4 kernel without wdc1, although this
version is not tested yet.

|NetBSD-1.4 |1.4-No-wdc1 |1.4 |net tested |

o install on SCSI disk, not IDE drive. (and you may configure NO-WDC1
kernel on your scsi system).
o debug the problem and report by send-pr
