Actually all is well only if I leave out the bus logic card.

Turns out that OFW is not configuring the pci bridge correctly. The
details depend on knowing how pci bridges work, but the short answer is
that, due to a programmer bug, the bus 1 i/o space is getting set to
00001000 -> 00001fff rather than 00001000 -> 00011fff. Rather important as
the pci ide controller is at 00011040 or so! :-)
