According to the Apache 1.3 website at
http://httpd.apache.org/docs/1.3/install.html on the Requirements
section:

"Perl 5 Interpreter [OPTIONAL]"

So, if you don't plan to run any Perl-based CGI script, I suggest just
installing Apache 1.3 withouth Perl by hand (./configure, make, make
install) and use NetBSD 1.6.2.
