Observe the paths!

I think... yes.

Let me guess: Given the above paths, you called etcupdate with '-b
~/2.0.2/etc/'? That would have been one level too deep. 'etc.tgz' contains
./etc as well as files in ./dev and ./var.

If that wasn't it, please provide the exact commands you use for unpacking
the etc tarball and callong etcupdate.
