Why would you say that it is a dumb provider? Any provider that 
allows clients to choose their own username runs the risk of this 
happening. That is why so many AOLers are stuck with foobar54386 
names...because they do want to choose the names that others already 
hold. I'm sure that ATT has a moratorium timeout on recycling 
usernames, but it simply isn't as long as the bounce-unsubscribe for 
the NetBSD list server. There is no way for the ISP to know whether 
mail is supposed to be for the original holder of the username or the 
new one.
