It is correct. In fact I don't think it is a FAQ, usually timezones differ
of whole hours (except really strange places on earth), here even the
minutes were random.
BTW I have the system time to UTC and then set from user to user the environ
variable of the timezone.

The date worked fine for weeks, broke for some days and today worked
again... and I didn't change anything (not voluntarily at least). Maybe it
shall remain a Mystery if it doesn't happen again.
