There's your problem.

What you need is a "DiskTools" floppy, which has a minimal copy of the 
system and finder. If you're not using an Apple ROMmed drive, then 
you'll need to replace the copy of HDSC on the floppy with a patched one.

IIRC, you can eject the boot floppy (Command-E) and insert another one 
to run a program from that. MacOS will, however, have make you then swap 
  diskettes like mad.

Only needed if you have a non-Apple drive.

We've all been there sometime.

I still remember sitting down at my first Mac Plus and searching the 
drive for a floppy formatting application. (I was a PC and Unix user... 
what do you mean "Just stick it in?")
