I'm sure it is. The binaries are built _before_ the release is
announced. Sometimes a lot before, as it reportedly takes weeks to
build a release on the slowest ports, then more time is given for the
mirrors to catch up, so that people can actually go to the mirror and
download it like it says in the announcement.
