Most likely you have a bad power supply. It's probably producing enough
power to light everything up, but not enough, or clean enough, for things to
work properly

You can find used power supplies on eBay pretty easily. I got one for $7.00
+ shipping. It's not that difficult to swap it out if you've eve been inside
an SE/30 before for other reasons (i.e. changing RAM or adding an ethernet
card). It's only a couple more screws.
