I have Japanese keyboard(JIS keyboard).
To use it on console, I change kernel source.
Keymap of console is written in 
 /usr/src/sys/arch/mac68k/include/keyboard.h

If you use non-US keyboard on console, 
you must change keyboard.h and rebuild kernel.

On X, then you can change keymap by xmodmap.
See man xmodmap.
