How do you create and ISO (Rock Ridge) filesystem under MacBSD?

I'd like to create a dual Mac/ISO CD-ROM and Toast can handle disk images,
but it can't create Rock Ridge format.

I recall someone saying you could mount a hard disk with the cd9660 fs
type, but the man pages don't say much on the subject.  Maybe there's a
Unix package out there that helps?
