The problem is not that a sequence number of 3 and up breaks anything.
It's just that it does all partitions with sequence numbers >= 2 in
parallel---with random ordering in effect.  It does *not* do sequence 2,
then sequence 3, then sequcence 4 . . .

Signature failed Preliminary Design Review.
Feasibility of a new signature is currently being evaluated.
