Subject: Can't FTP unless root?

I just tried to FTP to the "ftp.netbsd.org" site from my
MacBSD machine.
I got the message

"ftp: ftp.netbsd.org: Unknown host"

I quit FTP and was able to ping it so I know DNS was working.
but I got the same message when I tried to ftp.

I su'd to root and tried and it worked like a charm.
What's the deal?

file permissions for /usr/bin/ftp is
-r-xr-xr-x

Any ideas?
