Subject: Sendmail puzzler

Instead of getting the daily log reports, I'm getting the following 
errors:

sendmail [1461]: NOQUEUE: SYSERR(root): /etc/sendmail.cf: line 0:cannot 
open: Permission denied

I've gone so far as to chmod 777 sendmail.cf to no avail. Please help.
I am using NetBSD 1.3.1 on a Mac 2ci with 20 megs RAM
