Thank you for the responses--I gues I do not need a ROM SIMM, but that
still leaves me with a couple of dead IIcx's.  I took out the power supply
and checked the fuses in it, but neither of these machines will turn on at
all.  Anyone have recommendations at to what else I might try to goose
these things to turn on?

I've tried:
pressing power button when slot is in vertical position--followed by
pressing power on ADB keyboard
turning power button so slot is vertical (and pushed in) and then tried
pressing it--followed by pressing power on ADB keyboard
swapping ADB cord and ADB port keyboard was plugged into on back of machine
plugging mouse into keyboard/ADB port on machine
swapping slots Apple High Resolution Display Video and Asante MacCon+IIE
were in
removing ethernet card
reseating memory SIMMs (1MB each)
swapping order of SIMMs
