this is exactly what i just did.  i've been starting it with the booter in
the startup items folder since way back (since i don't have a monitor to
put on the IIfx).  i've now verified that with a -current kernel, the IIfx
starts up just fine without any ADB devices plugged in.  it would be
reasonable to assume that 1.3 should do the same, since the ADB code isn't
even used.
