Well, it is working _almost_ as designed!

When you shutdown the XSM, it is supposed to stop the X server.  But
then, xdm is supposed to restart the server and display another login
screen.  You should probably look at the xdm output (sorry, I can't
remember where it is at the moment) to see why it is failing to restart
X.
