Are you sure everything is installed properly?  For instance, do you
see files /usr/X11R6/lib/X11/rgb, or
/usr/X11R6/lib/X11/xserver/SecurityPolicy?  If you do, what are the
permission and the owner of the files?

This is a weird error, and I think you installed the x sets into the
wrong directory (somewhere other than /usr/X11R6).
