First I thought the problem was that GENERIC kernels do not have options
NTP turned on.  Now I have a custom kernel with that option and I am seeing
the same problem other people have reported:  NTP thinks it's working, but
it isn't fixing the local clock.

macbsd.jpl.nasa.gov has been up 5 days now.  ntpdate did its thing at boot.

According to rv inside ntpq on macbsd.jpl.nasa.gov the loop is sync'ed at
stratum 3.  According to peers on my sun macbsd is happy at stratum 3 with
an offset of -4134.5 (yes that's where the decimal is).  Just doing a date
on both machines yields a difference of around 2 minutes.

Anybody got any ideas for where the problem is?
