The INSTALL doc describes the upgrade procedure.  It's no different for
1.3.1 than for 1.3.

I think that there should be a CHANGES files located in the NetBSD-1.3.1
release directory.  The 1.3.1 INSTALL doc might note some changes as well,
but I'm not too sure.
