It is possible.  See Booter manual for the details on how to do this.
However, AFAIK, nobody has made a root fs image though making an image
file itself shouldn't be too hard.  But of course, you'll have to
mount the partitions and the CD-ROM (or tape), and untar the sets by
hand, since mac68k port currently doesn't use the NetBSD-side
installation tools.
