To the best of my knowledge there are no freeware SCSI disk formatters, 
so e-mailing one to you would be illegal.  However there is a simple 
ResEdit patch in the FAQ or Apple's HD Setup that enables it to work on 
most non-Apple drives.  Have you tried it yet?
