Not quite. atalkd always looks at atalkd.conf, it just doesn't always like
what it sees. If you only have one interface defined, atalkd won't come up
as a router. The authors considered such a setup to be "wrong," so the
code doesn't support it.

The linux folks have come up with a "dummy" interface which can take an
Appletalk address, thus letting atalkd think it has two networks to route
between.

I haven't had a chance to add such a thing to NetBSD.
