I believe the vt100/vt220 problem is in the termcap or termcap.db file.

1.2 works fine AFTER I replaced the termcap and termcap.db of 1.2 with 
those from the 1.0 or 1.1 distribution, either one.

I still haven't located the exact error or which of these files causes
the problem.

I use vt220 exclusively on a IIci. I do use dt and I have xserver up and
runing also.
