Yep, that's normal. There another mail from me still in my mail queue, 
but I can wirite it again:
you need .xinitrc when you start with startx
and .xsession for xdm !

Beware of the following difference:
.xinitrc MUST be a bource shell script
.xsession MUST be a executable, that means that you must set the x-flag
