This is most likely because you need to set the memory requirements (in
the "Get Info" window) higher.  See the FAQ and related documents at:

The installable files should be downloaded in binary mode (Fetch can do
this, for example; Netscape Navigator doesn't without special
configuration).  They will be used directly only by the Installer utility.
