NCSA, CERN, and Apache will all run either from inetd, or standalone.
Standalone means, as Ken suggested, starting them in /etc/rc.local

Standalone operation is enormously preferred. Documentation is available
from all three on their websites, that explains how to do this. Each one is
a little different, but Apache and NCSA are pretty similar, as Apache was
desigend as a replacement for NCSA sites.
