Maybe these legacy USB features are enabled by the BIOS emulation in
the firmware; the Mac OS doesn't use the BIOS emulation, so it would
be unaffected.

This quote is from the ICH7 spec:

5.19.8 USB Legacy Keyboard Operation
When a USB keyboard is plugged into the system, and a standard
keyboard is not [...] MS-DOS legacy software will not run [...] The
ICH7 implements a series of trapping operations [...] performed
through SMM space.
