I mean that if I use 'halt', followed by a manual poweroff by hitting the power
button when prompted to do so, my machine will not respond to WOL. If I use
'halt -p' (or the equivalent 'shutdown -p now'), the machine will be powered
off by an ACPI call, and it *will* respond to WOL.

ISTR that it's enabled by default, these days. Check your dmesg for a line
like 

acpi0 at mainbus0: Advanced Configuration and Power Interface

If you're running NetBSD 3, you might have to boot an alternate kernel
(GENERIC_ACPI), or enable it in the kernel config file.

Making sure that 'halt -p' gets used instead of a normal call to halt is
something different, though, depending on the rest of your setup. You might
want to edit your kdmrc, for example, if you're using kdm as a login manager
and want to be able to shutdown your machine using it.
