  I've done this using GRUB as the bootloader on the flashdrive and then
copying the installation kernels and sets from the CDROM (or an image of
one) to the flashdrive.  I prefer using GRUB as the bootloader on my
flashdrive because it allows me to boot other images besides NetBSD kernels
such as memtest86, Partition Magic, Spinrite, etc.
