The only common minor numbers are for device 0, partitions a through h.
All other devices and partitions are different...  Sure, it might work
in some situations (well, once compat_netbsd32(4) handles mount(2)
correctly), but that's hardly satisfactory.  And there are many more
issues related to device majors.
