You need to upgrade to 2.10.3 from http://sourceforge.net/projects/cobalt-rom

I'll post the kernel config I'm using so you can add or subtract options as needed.

Don't know, haven't tried a bootloader.  I think you'd need a linux to NetBSD bootloader.  The ones for i386 are usually put in the mbr and not as an elf binary and not a linux binary for sure.

No. I used the standard sysinstall on a regular PC to setup the ext2fs partition.  I used the option in sysinstall that says not to use the whole disk for NetBSD. The only ext2fs stuff I didn't do on NetBSD was to format the ext2fs partition.  I didn't have a NetBSD tool handy.
