amd64 is a new enough platform that native CD-ROM installation makes
sense.  all existing amd64 systems without CD-ROM can be netbooted, yes?

i386 is a different issue.  there are plenty of existing systems which
can only be booted from floppy since the BIOS is too brain-dead to boot
from CD-ROM.  maybe NetBSD wants to drop support for these old systems?
