Nope, windoze will change the bios clock when it detects that a DST 
boundary has been crossed.  However it doesn't set/clear the RTC
register bit that is defined to mean 'DST in use'.

Thus it isn't possible for another OS to determine whether windoze
has been booted since the last DST boundary, so that the RTC time
is now the current 'locatime'.
