Yes, but there are a few gotchas

 - I run ntpd on a machine that uses it. Ntpd got upset by the 1 hour drift.
   Could probably be fixed by forcing the start of ntpd after the rtclocaltime
   script (but then it's just a minor anoyance)

 - I rarely boot windows on this machine and it still insists on "fixing"
   the clock after DST shift. I used to run a "net time /set /yes ..." or
   something in the autostart folder, so it gets corrected back again.
   All works fine if you boot windows first after the dst shift.
