I also envisioned powerd doing this sort of stuff, too.  Using timers 
to query status of or events relayed by the kernel's sysmon 
infrastructure, powerd could invoke scripts with the data it retrieves 
passed as arguments, and these scripts would invoke the appropriate 
control tools to twiddle the necessary sysctl variables to control 
these things.
